The Royal Institution of Chartered Surveyors (Rics) has called for "swift action" to be taken regarding the government's suggestions for landlord improvement in the UK.
Responding to the Communities and Local Government department's reaction to the Rugg Review on the private rented sector, Rics said changes must be made using the existing regulatory landscape wherever possible.
"Growth in the private rented sector must be encouraged to provide a choice of homes and as an alternative to owning a home," said a statement from the organisation.
"It is essential to have a range of housing options so people can live in the appropriate property for their income and situation in life."
Rics also suggested that landlords and letting agents as an industry provide a "flexible approach to housing", giving people the chance to take job opportunities as and when they arise.
This proposed new legislation on the sector comes after the Association of Residential Letting Agents announced last week that it was introducing a licensing scheme for letting agents in the UK.
