Rogue landlords 'a major issue in south-east'

Rogue landlords are creating problems within the rented property market in south-east England, according to charity organisation Shelter.
Figures from the housing organisation have suggested that "thousands" of tenants across the region are being affected by substandard business practices, with 472 private tenants lodging a complaint between 2008/09 and 2010/11 in Bracknell Forest alone.
The charity is currently launching an interactive map to showcase areas in which rogue landlords are prevalent, while Bracknell Forest Council now operates an accreditation scheme to help letting sector bodies raise their management standards.
According to the local authority, this is helping to lay out clear responsibilities for landlords and tenants alike, while preventing those who are operating within the law from being penalised.
Campbell Robb, chief executive of Shelter, said: "The reality is that rogue landlords are out there and they're getting away with it."
Earlier this month, representatives from the Scottish Association of Landlords told the Glasgow Evening Times that more needs to be done to regulate potential rogue operators in the local lettings sector.
