Alan Ward, the chairman of the Residential Landlords Association (RLA), has said the government is "out of touch" with the people working in the private rental sector.
He backed calls made by Arla that chancellor Alistair Darling should introduce capital allowances for landlords to improve ageing housing stock.
Arla also suggested that the Landlords Energy Savings Allowance should be increased in regard to the installation of central heating in properties.
Mr Ward stated that he approved of the recommendations.
"We [the RLA] would add that the government is out of touch with the private rented sector and does not understand the motives behind many landlords' reasons for investing," he said.
He used the government's recent decision to treat holiday lets as unearned income as an example of the current divide between landlords and politicians.
Mr Ward said the RLA had been arguing for the exact opposite, namely that the entire rented private sector should be treated as earned income.
