Landlords in Sheffield have been asked to defer collecting rent from students whose loans have not yet arrived.
Sheffield council leader Paul Scriven made the plea to private providers of student accommodation after the Student Loans Company (SLC) admitted it is struggling to deal with the volume of applications.
There has been a 16.7 per cent rise in applications this year and the SLC has said full payments may not be made to students until late October.
Councillor Scriven told the Sheffield Star: "The failure of the Student Loans Company to process these applications on time really is a shambles."
The SLC has confirmed that more than 50,000 students across the UK may be affected by the delays.
It said that all students who applied on time should receive at least enough money to cover university tuition and basic living expenses but could not guarantee they would have enough to pay advance rent.
The Conservatives have claimed this week that the government knew in January about the potential problems with the system.
