A property marketing campaign has not worked in one part of the Wiltshire town Devizes, according to local reports.
The Gazette and Herald reports that extensive advertising with local, regional and national property agents has not resulted in the former Bureau West site being taken over.
New property software could boost the marketing campaign, but property developer Leda claims that no-one was interested in this particular part of the town for commercial purposes.
Leda is using this as evidence as to why residential properties should now be built in the area, which may alert landlords to a potential new business opportunity.
It wants to create 172 new homes, a carehome and light industrial buildings on the site, but Kennet district council is opposing the move.
In a statement to a planning inquiry, Simon Ward, chartered surveyor and a witness for the developer, said: "The appeal site is set apart from the principal employment areas of Devizes and lacks the same identity. It has less prominence and less market profile which is limiting upon demand."
