The National Landlords Association (NLA) has stated that there should be more education on offer for landlords to help them follow the rules of the private rented sector.
Commenting after housing charity Shelter found that 90 per cent of environmental health officers have encountered rogue landlords harassing tenants, Vincenzo Rampulla, spokesman for the NLA, called for local authorities to place their focus on these landlords.
He explained that councils should not be concentrating on those landlords who already operate within the law.
"It really is up to local authorities to take up the zero-tolerance approach against these rogue landlords we are calling for," he said.
But Mr Rampulla said there is no need for new rules or regulations to be introduced to control the private rented sector.
Shelter's investigation also discovered that nearly all environmental health officers have come across landlords who ignore their responsibilities.
Campbell Robb, chief executive of Shelter, described the results of the poll as "simply not acceptable".
