A "more creative working relationship" between landlords and local councils is required to ensure the local housing scheme (LHS) functions properly.
That is the view of National Landlords Association (NLA) director Richard Price, who claims that the LHS initiative is not improving access to housing and has reduced tenant choice.
His comments come on the back of new research from the NLA which indicates that 52 per cent of landlords surveyed would not let, or would be less likely to rent out their property to LHS tenants.
Some 43 per cent of landlords who have used the system already suggested they will be leaving the market because of uncertainty regarding rent payments. These landlords may find that they can benefit from rent collection software.
Mr Price believes that the new LHS system, which has now been in place for 12 months, is "simply not working".
"If landlords are opting out of this part of the market, where will these families go? The situation is now becoming very serious," he stated.
