Letting agents may face changes to their working practices after the East Riding Council of Yorkshire said it was considering altering rules regarding House in Multiple Occupation (HMO) properties.
At the moment, only properties with three storeys and containing five or more tenants are covered by council legislation.
But the proposed additional licensing scheme for the town of Goole would see smaller HMO properties also fall under the legislation.
The council said that plans would apply particularly to the DN14 postcode area of the town, where there has been an increase in HMO properties and problems with overcrowding at some of the addresses.
Sarah Horner, landlord liaison officer for the council, said: "We are currently consulting with landlords, residents and businesses in the area to find out more about their concerns and experiences of HMO properties."
Last week James Poskitt, a Goole letting agent, was fined £9,000 for not obtaining the correct HMO licence for two of his properties.
