Landlords welcome Walker Review

The National Landlords Association (NLA) has welcomed the findings of the Walker Review of Charging for Water.

Among the several recommendations made in the lengthy report, carried out on behalf of the Department for environment, food and rural affairs, it recommends that water companies stop passing unpaid bills from tenants on to their landlords.

Vincenzo Rampulla, public affairs officer for the NLA, said: "The review's recommendations represent a good compromise that will end the ambiguity that water companies face about who is actually liable for the bill."

Anna Walker, who led the report team, suggested that properties that consume higher-than-average amounts of water, while not paying anything extra under the rateable value system, should have meters installed.

She added that metering was the most effective way of giving people an incentive to cut down on their water usage, but warned that the government would have to ensure the costs of transferring to a wider public use of meters were kept down.
