Landlords have been urged to ensure they conduct a proper inventory at the start of each tenancy.
Since tenancy deposit schemes were introduced two years ago, landlords need to provide evidence to justify withholding any money from a tenant's deposit.
The NLA has warned its members that if they cannot provide evidence of damage or the need for cleaning, they will have to foot the bill themselves.
David Salusbury, NLA chairman, said: "Inventories are not an optional extra; they are just as important as getting your tenant to sign their AST, or protecting their deposit."
It has now launched a new inventory service to help landlords deal with the problem.
Earlier this month, it was reported that more landlords and letting agents have been tackling tenant disputes using video technology.
An online dispute service run by mydeposits.co.uk said that it was receiving up to five pieces of video footage per month, as landlords and letting agents attempt to prove clearly that damage has been done to their properties.
