Landlords have been told that they need to ensure the properties they rent out to tenants meet a decent standard of living.
Councillor Peter Murphy said Wyre Borough Council will not hesitate to punish landlords who do not provide a good enough service.
His warning came after a series of flats in Fleetwood were closed down due to their squalid state, reports the Fleetwood Weekly News.
"We are determined to show landlords they need to provide this for their tenants," he said, adding that should landlords fail to improve with the council's help, it will "go down the route of enforcement".
The Bold Street properties were closed down because of poor fire precautions, damp, leaking showers and toilets and no hot water.
As the landlord failed to make the improvements ordered by the council, it prohibited the use of the flats.
This comes shortly after former letting agent Gerry Fitzjohn took a role at The Property Ombudsman, stating that he is aiming to improve standards in the private rented sector.
