Landlords 'harassed by legislation'

It is not just the volume of legislation issued that affects landlord regulations, but the way it is applied.
Residential Landlords Association chairman Alan Ward said landlords have been harassed by local authorities who are trying to reach government targets.
Mr Ward described landlords as "the low hanging fruit for box-ticking bureaucrats".
A survey by Paragon Mortgages earlier this week found that regulation topped landlords' concerns for this year with 58 per cent worried about how it would affect them.
Mr Ward warned that landlords could be forced into selling homes if mortgage lenders invoked a clause to revalue properties and then asked for a cash injection to maintain the borrowing rate.
A report by Upad this week found that more landlords are feeling confident about the housing market this year with 64 per cent saying they were happy with the buy-to-let market, an increase of eight per cent from the December results.
