Landlord ordered to install heating system

Corby Borough Council has ordered a landlord to install a heating system at one of his properties.
The landlord, Mr Winspear, had lodged an appeal to the Residential Property Tribunal after he received an Improvement Notice from the council in July last year.
The notice came after numerous letters from the council's Environmental Health Department, asking Mr Winspear to resolve issues of damp at his property.
Peter McEwan, lead member for environment at Corby Borough Council said: "Living in a property without a proper heating system is an extremely serious hazard for the resident and the council will use its powers to ensure that tenants do not have to suffer from excess cold."
"Under the previous legislation the only requirement for heating was an open fire in the main living room but fortunately this has now changed with the Housing Act 2004."
Mr McEwanadded that the Tribunal's decision sends a "clear message" to landlords that they need to provide tenants with a fixed heating system in their properties.
