Govt needs new methods to achieve household emission cuts

Government plans will only achieve half of the required cuts in household emissions by the year 2020.
That is the conclusion of a new report by green group Friends of the Earth, entitled Home Truths.
It found that government schemes designed to reduce emissions were focused largely on new-build homes, even though three-quarters of the homes that will be standing in 2020 are already in place.
The group has suggested various changes that could be made, including introducing financial incentives for householders to cut their energy use through grants, stamp duty rebates, and low-interest loans, as well as reforming the energy market to allow for more zero carbon energy technology.
Report author Dr Brenda Boardman said: "This report sets out a win-win scenario. It shows we can make huge cuts in emissions from UK housing and we can do this in a way which wipes out fuel poverty and ensures everyone has a warm, comfortable, low-carbon home.
"The government needs to drive this transformation. It needs to provide the political commitment and financial support to turn this report into reality."
