Proposals made in the government's response to the Rugg Review on landlords and the rented sector have been made for a number of reasons.
A statement from the Communities and Local Government department suggested that its latest comments on the industry aim to encourage the growth of professionalism among landlords.
Furthermore, it is hoped that any changes implemented as a result of the analysis will tackle bad landlords and provide improved consumer protection.
The government's response comes after Julie Rugg and David Rhodes from the Centre for Housing Policy at the University of York brought out their independent review of the private rented sector in October last year.
Ms Rugg and Mr Rhodes set out six policy directions, which they thought would raise standards across the sector.
As a result, politicians have called for a new landlords' register - detailing names, addresses and properties they own.
However, the National Landlords Association is uncertain the inclusion of such personal information will be beneficial.
