Council fines Newport landlord£2,500

A landlord in Newport has been hit with a fine of £2,500 after failing to carry out improvements to his property.
Mohammed Sallem Ullah of High Cross Lane, Newport, was charged under the Housing Act 2004 in relation to improvement notices served on his home in June 2007.
Environmental health officers visited the property on two occasions on September 2007 and January 2008 to find that he had not undertaken the work and that the property had been allowed to deteriorate further in this time.
As a result, emergency powers were used to prevent harm coming to the tenants.
After rejecting Mr Ullahs's claim that the occupants had not allowed him access to the property, magistrates at Abergavenny court also ordered him to pay costs of £2,000 to the council and a victim surcharge of £15.
A council spokesperson said: "Landlords have a legal duty to maintain their properties and have rights in order to carry this out.
"Sufficient notice should be given to tenants informing them of when work will be conducted."
