Calls for property insulation law

The government must introduce legislation on property insulation if it is serious about meeting its target of cutting UK carbon emissions by 20 per cent by 2020, a renewable technologies expert has said.
Angela Gallacher, head of press and marketing for the Renewable Energy Centre website, called on the government to introduce legislation on loft and cavity wall insulation.
The move would further prompt landlords to install insulation in their properties, which has already been proven to reduce carbon emissions and result in savings on tenants' energy bills.
Ms Gallacher believes the climate change target can be met, if the government is prepared to commit to taking legal action rather than putting plans and policies in place.
"At the individual level, the government needs to legislate about loft and cavity wall insulation, ensuring that every household in the UK, by law, has to have these measures put in place," she said.
This action would both reduce the demand for energy and help to reduce the carbon footprint of the whole UK, Ms Gallacher added.
Some 40 per cent of global carbon dioxide emissions are caused by the energy industry, according to a Climate Group report.
