The Master of the Rolls, Lord Neuberger, has called for the law on residential leasehold to be consolidated and simplified.
At the annual conference of the Leasehold Advisory Service, he said too much poorly drafted legislation had been introduced too quickly and too often.
He said that cobbled-together, last-minute amendments meant that the courts were then called on to decide what the various laws had intended.
Some three million people live in an estimated 1.6m leasehold flats and houses in England and Wales.
