Devon police are seeking a local man who posed as a landlord to take deposits from people in Torquay.
The force have so far received complaints about the man from eight people who paid out between £695 to £1,390 as deposits.
However, it is thought that many more would-be tenants have been duped by the man and the police are currently appealing for people to come forward.
DC Jon Croft was notified of the first complaint on September 12th and said that the sheer volume of complaints meant that he was currently keeping a running log.
He told the Herald Express: "We believe this is an issue of fraud. The suspect appears to have sub-let a property he has no right to and has taken deposits and rent from a number of different families for that same property.
"People have worked hard to save this money for a deposit and people need somewhere to live and to be treated like this is cruel."
The four-bedroom, two-bathroom property is located in the Hele area of Torquay.
