Arla has called on the government to introduce tax incentives in order to encourage private landlords to upgrade their properties.
The body claims the current economic situation is dissuading many smaller landlords from investing in the modernisation or improvement of their properties, meaning that many rented houses are falling below energy-efficiency standards.
With Arla figures suggesting that 61 per cent of landlords would invest in property upgrades if they were to receive tax relief, the association's operations manager Ian Potter is calling for the government to take action.
He said: "Today many people are living in sub-standard homes with very little prospect of an upgrade and we need to look at new ways to stimulate improvement in this sector."
Last month, Arla welcomed the government's move to tackle rogue landlords and lettings agents with a new licensing initiative, hailing it as a "historic shift in thinking".
