An Oxford landlord has been fined £3,000 for breaching safety regulations.
Kenneth Herring pleaded guilty to three offences at Oxford Magistrates Court relating to a property in Craufurd Road, Cowley.
A visit from environmental health officers found that the home was dirty and in poor state of repair.
Mr Herring was also found to have neglected fire safety standards at the five-bedroom house where a fire door did not open easily and did not shut securely.
Meanwhile, the front door could not be opened without a key, meaning that tenants would find it hard to leave the premises in a fire.
Ian Wright, the council's public health team manager, said: "This is another good result for us. We're taking a tough line on sub-standard accommodation being rented out by landlords who don't care about the safety of their tenants."
The case is the second in theOxford area in recent months, after an owner of letting agent Oxford Lettings and Property Management Mohammed Bakhtiar was found guilty of violating housing standards at a property in Cowley Road.
